O que dizem as fontes ucranianas
A cobertura互换 Ukrainian focuses on the government decision, the number and distribution of generators, the reserve-fund financing and the urgent need to connect the equipment. It directly links the transfer to Russian strikes on energy infrastructure and the recent disruptions to electricity and water services, while also noting the existing generator fleet and the limitations of mobile equipment during emergencies.
Onde as versões divergem
There is a discrepancy in the information about Kyiv's readiness. Mayor Vitaliy Klitschko said the city's sewerage system was fully equipped with backup power, but Kyiv's authorities and the water utility had not responded to the generator-transfer decision when the relevant material was published. Water-supply problems nevertheless occurred in Kyiv afterward amid Russian attacks and emergency electricity cuts. The reported availability of backup power therefore did not prevent interruptions in the broader water system.
Contexto
Russian forces began striking Ukrainian energy infrastructure intensively in late September 2026. On 3 November, one of the largest reported attacks targeted energy facilities more than 20 times, prompting emergency power cuts in several regions, including Kyiv and Kyiv Oblast. During the winter of 2025–2026, severe frosts left residents of Ukraine without heating, electricity and water for prolonged periods.
As of 15 October, Kyiv's water utility had 103 generators ranging from 15 kW to 1 MW and was awaiting additional high-capacity generator systems manufactured abroad. An independent United Nations commission investigating Russian crimes during the war against Ukraine accused Russia of crimes against humanity in connection with strikes on energy facilities.
