O que aconteceu
On 26 October 2026, Ukraine's parliament adopted the bill in second reading and overall, restoring competitive hiring for civil service and local government posts. Category A competitions may be announced from the date the law enters into force, category B competitions after one month, and category C and local government competitions after two months. The first phase covers areas under Ukrainian control where fighting is not taking place; these rules do not apply to posts in territories where hostilities continue or that are temporarily occupied.
The law gives veterans priority when candidates have equal qualifications or professional competencies. It also introduces personnel and candidate reserves, adaptation periods for new employees, internal competitions for categories B and C, and career advancement after an excellent annual assessment. Contracts for civil service may last up to three years and specify duties, performance indicators, pay terms and grounds for termination.
For officials appointed without competitions during martial law, the law establishes transition mechanisms and deadlines for holding competitions, allowing managers to decide whether to continue their service. Candidates for category A positions and for corruption-risk positions in categories B and C will face integrity screening; the government will determine the latter positions and the screening methodology. The law also abolishes dismissal based on a single negative assessment and strengthens requirements for the political impartiality of the Higher Civil Service Corps Commission.
